Box 112100 Juneau, AK 99811-2100 Phone: 465-4890 POSITION STATEMENT: Explained time line on the Local Boundary Commission proposals ACTION NARRATIVE TAPE 93-1, SIDE A Number 000 CHAIRMAN HARLEY OLBERG called the meeting to order at 1:04 p.m., and noted a quorum was present. Number 028 BRUCE GERAGHTY, Deputy Commissioner, Department of Community and Regional Affairs (DCRA), said he was available to answer any questions that the committee members had, but did not have a presentation prepared as this was intended to be an organizational meeting. REPRESENTATIVE (REP.) CYNTHIA TOOHEY asked if there would be a departmental overview for this committee. Number 075 MR. GERAGHTY reminded the committee about the upcoming Senate and House budget overview in the finance committees. He added he would provide an updated DCRA organizational document next week. Number 102 CHAIRMAN OLBERG suggested the DCRA overview be added to the schedule for the Thursday, January 28 meeting. REP. CON BUNDE raised the question of sufficient notice. Number 127 CHAIRMAN OLBERG suggested his staff ensure the overview could be added to the committee schedule, and that all should presume the committee would hear the overview at the January 28 meeting. Number 148 REP. BUNDE asked what type of initiatives would be coming from the DCRA this session. Number 157 MR. GERAGHTY referred to HB 66, Municipal Property Tax Exemptions, and the phasing out of state funding of this program. According to Mr. Geraghty, the DCRA wanted to stop contributing its portion, currently 25 percent, to municipalities. They have requested no funding for this program in their FY '94 budget, he added. Number 190 REP. TOOHEY pointed out the tax exemption programs might be continued by the municipality as a local option. Number 200 (Chairman Olberg noted the arrival of Rep. Davies at 1:13 p.m.) Number 225 MR. GERAGHTY spoke about another initiative currently in progress at the DCRA, which would combine the segments of the Human Resource Investment Council currently under "three boards" and three separate departments. A bill pertaining to this should be ready by February or March, according to Mr. Geraghty. Number 251 REP. BUNDE reminded Mr. Geraghty there were cut-off dates for submission of bills. Number 281 REP. ED WILLIS asked about the Boundary Commission and how their decisions were brought before the legislature. MR. GERAGHTY offered to bring Bob Walsh, Director of Municipal and Regional Assistance, to explain the intricacies of the Local Boundary Commission (the Commission). He explained that the Commission, to which the DCRA provided staff, had constitutional authority. He gave a brief description of the Commission and added, "We get a lot of heat on local boundary issues because we are staff to them." Number 314 REP. WILLIS asked how many Commission issues would come before the House Community and Regional Affairs this year. JOHN WALSH, Deputy Director, Division of Community and Rural Development, DCRA, briefly explained that there was a "ninety day clock" on Commission proposals in which the legislature might act. CHAIRMAN OLBERG recalled there was only a 45 day clock and that the Commission was required to submit the annexation reports within 10 days of the beginning of a legislative session. He stated it required a House Joint Resolution to overturn the Commission's proposals. He believed there might be five Commission proposals during this current session. Number 372 MR. WALSH offered to retrieve any information for the committee in a timely manner and spoke about a training program referred to as STEP (State Training and Employment Program), which was legislated to be phased out. According to Mr. Walsh, the DCRA would like to extend the life of this program. Number 417 REP. WILLIS expressed his desire to receive committee bill packets as far in advance as possible. Number 424 CHAIRMAN OLBERG indicated the committee would receive their packets as early as possible.
